Now Accepting Applications for Temporary Benefits

We are accepting applications for the temporary welfare benefit and temporary special benefit for households with children. These temporary programs were designed to alleviate the burden the consumer tax hike has placed on low-income households and households raising children. Application forms have been mailed to those residents who are eligible and had completed resident registration in Shinagawa City as of January 1, 2014.

●Temporary Welfare Benefit
Eligibility: Those who were not subject to the FY2014 residents tax
Note: Dependents of those subject to the residents tax and residents who receive public financial assistance for everyday living are not eligible.
Benefit amount: ¥10,000 per eligible person (¥5,000 is added for persons eligible for added benefits*)
* “Persons eligible for added benefits” are 1) recipients of the old-age basic pension, disability basic pension or survivors’ basic pension, who have the right to receive benefits for March 2014, and have received the pension for April or May; 2) recipients of the January 2014 children’s support benefit, special children’s support benefit, welfare allowance for disabled children, or special allowance for the disabled.

●Temporary Special Benefit for Households with Children
Eligibility: Those who received the child allowance (including special case benefit*) for January 2014, and whose income for 2013 is below the income restriction set for child allowance.
* “Special case benefit” refers to those receiving a monthly benefit of ¥5,000 per child whose income is high.
Eligible children: Children who are eligible for the January 2014 child allowance or special case benefit.
Note: This excludes children receiving the temporary welfare benefit or public financial assistance for everyday living.
Benefit amount: ¥10,000 per eligible child

For both programs
Application period: June 16 (Mon.) through December 15 (Mon.)
To apply: Mail the completed application form (sent to those eligible), as well as the required documents, using the enclosed return envelope to the Shinagawa City Temporary Benefits Office Center (Small and Medium Enterprises’ Center 4F, 1-28-3 Nishi-Shinagawa 141-0033).
Receiving your benefit: The benefit will be paid into the financial account you designated.

Date and time: Until August 31 (Sun.), 8:30 a.m. to 5:15 p.m.
Note: Closed on Saturdays and national holidays. Open on Tuesdays until 7:00 p.m.
Location: Dai-ni Chosha 3F

Temporary Benefits Office Center (Call Center) (in Japanese, English, Chinese and Korean)
Date and time: Until December 14 (Sun.), 8:30 a.m. to 5:15 p.m.
Note: Closed on Saturdays, the fourth Sunday of the month, and national holidays. Open on Tuesdays until 7:00 p.m.
