Shinagawa City offers various types of advisory services at the Office of Consulting Service for Citizens. Resident consultants provide general advisory services and specialists offer expert advisory services to suit the broadest range of needs. If you need advice, please feel free to take advantage of these services. Please note that for advisory services other than those especially for foreign residents, you should come with someone who can speak Japanese.

Advisory services for foreign residents:
Advice about problems that arise in everyday life due to a lack of Japanese-language skills is available in English (Tuesdays) and Chinese (Thursdays).
General advisory services for city residents:
Advice about general problems and concerns in everyday life is offered.
Advisory services for victims of crime:
Advice for those who have become the victim of a crime and their family members is available. Consultants can accompany you to public institutions and other locations as necessary.
Legal advisory services:
Advice is offered concerning legal problems, such as rental land/buildings and inheritance, for the best solution possible.
Real estate transaction advisory services:
Advice on transactions of land and buildings, rental contracts, and other real estate matters, is available.
Human rights advisory services:
Offers consultation on abuse of human rights, disputes and concerns within a family, and other issues related to human rights.
Advisory services on governmental procedures:
Consultation concerning how to create documents for submission to the national, metropolitan, and municipal governments as well as governmental procedures is available.
Advisory services on social insurance and labor issues:
Advice concerning pensions, social insurance, and labor problems is available.
Note: In addition, there are consultation services specializing in tax issues, national government procedures, and judiciary clerical procedures. Please call for information concerning the schedule.
Other Advisory Services
Besides the Office of Consulting Service for Citizens, the various sections of the Shinagawa City Office and relevant institutions offer specialized and detailed advice in Japanese concerning various matters, such as family, work, housing, education, and nursing care. For example, there are consumer life advisory services if you have complaints concerning merchandise or services purchased, trouble stemming from contracts, or questions concerning consumer life (Monday through Friday, 9:00 a.m. to 4:00 p.m.; Location: Consumers' Center, Oi Itchome Kyodo Bldg., 1-14-1 Oi, Tel: 5718-7182).
