Illegally Parked Bicycles Are a Real Nuisance!

Roads are for everyone. Unfortunately, the streets around train stations are always cluttered with illegally parked bicycles.
Although Shinagawa City conducts such programs as building bicycle parking lots that charge fees and placing warnings on and/or removing illegally parked bicycles, there is a limit as to what the city can do. We cannot solve the problem of illegally parked bicycles without the cooperation of each and every individual doing his/her part by not leaving bicycles and motorcycles on the street. We would appreciate everyone’s help in this matter.

◆ The Streets Are Not Bicycle Parking Lots
There are illegally parked bicycles and motorcycles blocking the streets and obstructing traffic near train stations, in shopping districts, and various other locations in the city. Illegally parked bicycles and motorcycles not only create dangerous obstacles for such people as the elderly, the physically disabled, and small children but also may interfere with ambulances and fire brigades in times of emergency.
◆ Let’s Walk for Health
To maintain safe and scenic streets that are free of illegally parked bicycles and motorcycles and to keep ourselves healthy, let’s walk instead of riding bicycles or motorcycles. By traveling on foot, we can appreciate our town even more. Everyone’s cooperation in this matter would be greatly appreciated.
◆ Parking Bicycles and Motorcycles Near Train Stations Is Prohibited
Zones in which bicycles and motorcycles are not allowed to park are designated by city ordinance in 23 areas near train stations where bicycle parking lots are located. If bicycles are left in locations other than bicycle parking lots within these zones, they are considered illegally parked and are subject to removal. Even if bicycles are left in an area that is not designated as a no-parking zone, they will be subject to removal if they obstruct traffic or are left in the same spot for a long period of time.
 
Bicycles and motorcycles that are removed are stored at either Yashio-Kita Bicycle Storage Center or Fudomae Bicycle Storage Center. To claim your vehicle, you must pay a storage fee.
■ Yashio-Kita Bicycle Storage Center

A nine-minute walk from Shinagawa Seaside
Station (under the Hokubu Rikkyo Overpass)

■ Fudomae Bicycle Storage Center
Location: 3-11-14 Nishi-Gotanda
A five-minute walk from Fudomae Station
(under the elevated track of the Meguro Line)
Tel: 5436-8885
Hours: Tuesday through Sunday, 10:00 a.m. to 7:00 p.m.
Note: Closed on national holidays and from December 29 through January 3
What to Bring:
(1) Personal identification (such as a health insurance card) with the name and address of the person picking up the vehicle
(2) Bicycle/motorcycle key
(3) Storage fee: ¥3,000 for bicycles and ¥5,000 for motorcycles
