Latter-Term Elderly Medical System (for Those 75 Years of Age and Older) Has Begun

Until March, those who were 75 years of age and older received medical treatment under the Elderly Health Care System while enrolled in a regular medical insurance program, such as National Health Insurance or social insurance. As of April, these people will receive medical treatment under the Latter-Term Elderly Medical System, an independent program exclusively for older seniors.
This issue will give an outline of the system.

Who Is Eligible?

●Everyone who is 75 years of age and older is eligible.
Everyone who is 75 years of age and older (or those 65 years of age and older with a designated level of disability) is eligible. For foreign residents to be eligible, they must have residence status for more than one year and have completed foreign resident registration.

●There is no application process for transferring membership to the new system.
Those who become 75 years of age are automatically transferred from their medical insurance to the Latter-Term Elderly Medical System. (There is no need to complete an application form yourself.)

How Are Insurance Premiums Calculated?
●The method for calculating insurance premiums is uniform within Tokyo.
Insurance premiums are the sum of a per capita amount, which is the same for all members, and an income-based amount, which varies according to one’s income. Inquire for details.


Did the Percentage of Personally Borne Medical Expenses Change?
●The percentage of the personally borne expense for medical treatment and insurance benefits will remain the same.
The percentage of the personally borne expense to be paid at medical institutions is 10% for general members and 30% for those with an actively working level of income, the same as it was under the Elderly Health Care System. Also, insurance benefits will remain the same as before.


Issuance of Insurance Certificates
●One insurance certificate will be issued per person.
  • Insurance certificates will be sent to those who are eligible by their 75th birthday.
  • Insurance certificates were sent in March to those who are 75 years of age or older as of March 31.
